The center developed from activism by Bernie Whitebear, and other community organizers, who staged an occupation of a former military base in 1970. The base had been declared surplus by the us department of defense, and local activists used the law under the 1865 US-Indian Treaty promising reversion of surplus military lands to their original owners, to make claim to the land.
Daybreak Star functions as a conference center, a location for pow wows, a head start school program, and an art gallery.
