The center developed from activism by Bernie Whitebear, and other community organizers, who staged an occupation of a former military base in 1970. The base had been declared surplus by the us department of defense, and local activists used the law under the 1865 US-Indian Treaty promising reversion of surplus military lands to their original owners, to make claim to the land.

Daybreak Star functions as a conference center, a location for pow wows, a head start school program, and an art gallery.

The hotel housed belongings of Japanese American families once executive Order 9066 was enacted and Japanese American families were sent to interment camps during World War II.

Today, many of the original trunks that held these belongings are visible in the basement of the hotel.
